Scientists and government agents are scouring the neighborhood, trying to find E.T. If they see Elliot, they will chase after him, making it hard to collect phone pieces. If Elliot is carrying a phone piece when an agent or scientist runs into him, Elliot will lose the piece and then must find it again!
